It is a fraudulent charge. I had the same recurring charge and Ebay nor Paypal had any record of the transaction. Call your bank and dispute the charge then request a new card. Also, ext. 65865 gets you a live person who just sets the phone down. Sounds like a residence.

I'm redacting my remark above about it being fraudulent. Ebay has an odd way of splitting certain payments, so although you may not have made a purchase for the amount, listing items can invoke charges which are difficult to find in all the options provided on the website. Go to "Your Messages" in the "My Ebay" drop-down and you will see the invoice 'I expect'. If not, report it as fraud.

No Matt! I bought two items 4 months ago, and suddenly this 26.99 charge appears from nowhere. eBay has no idea where it comes from and the hopeless bank which gave the money away (NatWest UK) doesn't even have a link to report it as suspicious/fraud. They allow such transactions but won't take responsibility when someone fraudulently takes money without calling the number first. Well, it's clearly a scam because I only buy from eBay and my purchases amount to about 1000, of which 26.88 is not even remotely a sensible percentage or fraction thereof. Whatever the charge is, it was nothing but theft! They almost deserve the 26.88 for highlighting how flakey and fraudulent the existing banking system is!

I called Ebay and told them of the 'fraudulent' charge on my debit card. They explained to me that it is a seller fee of 10% of the value of the items I sold last month. After I expressed some concern about it they gladly gave me a refund and it will be processed shortly. I'm a happy customer!

This is NOT a fraudulent charge. It is from Ebay and your monthly Ebay invoice should reflect the date and amount of the charge. This charge for me was a 10% final value fee and a 10% final value shipping fee.
