What is it?

I have called this number to cancel for several years now. I speak with a person. They say ok it's cancelled, yet they still charge my account every year!! THIS IS not only WRONG, BUT FRAUD!!! At least American Express has agreed to "block" them for 4 years. To what authorities can I report them?
