Nintendo company of sorts.
The post that talks about Nintendo and linking a child's account to a parent's Nintendo account makes sense. We got a Switch recently and NOA probably stands for Nintendo of America, and COPPA might stand for Children’s Online Privacy Protection Act (COPPA).
9/17 charge $205.43. I had the same problem. Card info stolen.
Charge of $.50 appeared as "NOA COPPA * 800-255-3700 WA NOA". This was from Nintendo where I linked my child's Nintendo account to my "parent" account. I linked "Mario Kart Tour for Android" to my Nintendo account for free, but it cost me $.50 (which I approved of by entering my credit card) to link my child's account.
